Recently, several measures from Huizhou's Huiyang District to support the high-quality development of the real economy (revised version in 2025) were issued, proposing a total of 22 measures across ten categories, including reducing construction costs for enterprises to further support Huiyang's real economic growth.

In detail, the ten categories of support include assistance for industrial enterprises to improve production and efficiency, enhance innovation capabilities, upgrade large-scale equipment and technological transformation in the industrial sector, develop industrial talent, and promote the growth of commercial enterprises, among others.

To support enterprise growth, the policy states that 60,000 yuan will be awarded to industrial enterprises under its jurisdiction for the first time. Enterprises with an output value exceeding 100 million yuan in the year of their first "new upgrade" and whose industrial added value increases positively in the following year will receive this reward. Additionally, enterprises that commence operations in the same year will be awarded 120,000 yuan.
For enterprises whose annual industrial added value increases by more than 20% and whose added value rate is not lower than the average level of the same industry for that year, awards will be granted if their total annual industrial output value exceeds 500 million yuan, 1 billion yuan, 3 billion yuan, 5 billion yuan, and 10 billion yuan for the first time, with respective awards of 300,000 yuan, 600,000 yuan, 900,000 yuan, 1.2 million yuan, and 1.8 million yuan.
Regarding the development of commercial enterprises, a one-time reward of 100,000 yuan will be given to newly opened first sales stores (4S stores and urban exhibition halls). A reward of 50,000 yuan will be provided to retail enterprises with an increase in retail sales of 25 million yuan in the previous year.
