A new plan to measure the added value of entities related to Macao SAR in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin has recently been released.
The plan was jointly issued by the Development, Reform and Statistics Bureau of the Cooperation Zone and the Statistics and Census Service of the Macao SAR Government. It is the first statistical system jointly formulated and issued by the Chinese mainland and Macao, marking a shift in the alignment of Hengqin-Macao statistical rules from individual breakthroughs to joint institutional development.

In 2022, the Cooperation Zone issued its first plan for calculating the added value of Macao-funded industries, pioneering such accounting for locally distinctive industries. At the time, however, the calculation covered only Macao-funded enterprises.
The new plan expands the accounting scope to seven major categories. In addition to Macao-funded enterprises, it covers residential properties held by Macao residents in the Cooperation Zone, Macao-related nonprofit organizations or institutions, enterprises in the Cooperation Zone with trade links to Macao, enterprises that enroll Macao residents in mainland social insurance schemes, Hengqin-Macao travel agencies and enterprises authorized to use the "Products Inspected by Macao," "Production Supervised by Macao" and "Designed by Macao" labels. It assesses the contribution of these entities to Macao-related economic activities in the Cooperation Zone.
The plan not only allows for effective calculation and understanding of the added value of "Macao elements" in the Cooperation Zone, but also aligns with existing statistics on the added value of Macao-funded industries and the "Four New" industries. This will help build a multidimensional and systematic statistical framework between Hengqin and Macao SAR.
