Huicheng District in Huizhou, south China's Guangdong Province, has recently launched the Implementation Plan for Recognizing Outstanding Talents in Enterprises (Interim), outlining clearer talent classification standards, a comprehensive service system, and streamlined application and management procedures to enhance talent attraction and retention.

The Plan introduces tiered, performance-based recognition criteria that connect talent evaluation to corporate strength and individual contributions. Outstanding enterprise talents are classified into three categories, focusing on key industries, major projects, and individuals selected for talent programs at various levels within Huicheng.
To support both work and daily life, the Plan offers 16 dedicated services across government services, living support, and innovation development. Recognized individuals will receive the Huicheng Enterprise Talent Excellence Card, which grants access to related benefits.
The policy also establishes an efficient "enterprise recommendation and departmental review" mechanism. Talent recognition is open year-round, with an annual review system in place to ensure continued eligibility and access to services.
