Hengqin-Macao policy briefing held on new imported food rules taking effect June 1

Recently, a policy briefing on customs food safety supervision and support measures for the Guangdong-Macao In-Depth Cooperation Zone in Hengqin and the Macao SAR was held at the Citizen Service Center of the Cooperation Zone. Around 130 representatives from 60 Macao enterprises in the food industry, along with government officials and industry association representatives from both regions, attended the event.

The briefing provided an interpretation of the Administrative Provisions of the Customs of the People's Republic of China on Registration of Overseas Manufacturers for Export of Food to China (Promulgated under Decree No. 280 of the General Administration of Customs), which will officially take effect on June 1, 2026, as well as the supporting Announcement No. 27 of 2026 issued by the General Administration of Customs. The session offered a clear explanation of policies and facilitation measures related to importing food products into the Chinese mainland.

Customs officials introduced the newly revised Decree No. 280, noting that it fully considers compatibility with existing registration systems. Through measures such as innovative registration methods, expanded regulatory coverage, and streamlined procedures, the revision aims to improve regulatory efficiency, strengthen source management, and further improve import registration management. For new applicants, the application process has been simplified, documentation requirements reduced, and a new "list registration" fast-track channel has been introduced to make registration quicker and more convenient.

The Cooperation Zone highlighted its role as a platform for regulatory alignment with Macao, enabling Macao businesses to gain timely access to new mainland policies. Meeting the practical needs of Macao enterprises, the session also provided targeted technical guidance to help businesses understand key aspects of the new rules and overcome operational challenges.
