As Guangzhou hosts key events of China's 15th National Games, the 12th National Games for Persons with Disabilities, and the 9th National Special Olympic Games, temporary traffic measures and dedicated lanes took effect from November 6, along with adjustments to the city's metro and bus services.

Private vehicle restrictions (November 6–December 14)
Guangzhou-registered vehicles (license plates starting with "粤A," including temporary plates) will follow an "odd-even" rule based on the last digit: odd-numbered plates on odd days, even-numbered plates on even days.
Restriction hours: 7:30–19:30 daily (November 6–20; December 5–14), with extended hours until midnight on November 9 and December 8 for opening ceremonies.
Traffic control zones will vary between the two Games. During the National Games (November 6–20, 2025), the zones will cover:

During the 12th National Games for Persons with Disabilities and the 9th National Special Olympic Games (December 5–14, 2025), the zones will cover:

Vehicles from outside Guangzhou are prohibited from entering restricted zones during the events.
Trucks will face extra limits
On the opening day of the 15th National Games (November 9), additional truck restrictions will be in effect from 7:00 to 24:00. During this period, medium and heavy trucks will be banned from key routes, including the Guangfozhao Expressway, South China Expressway, the Northern Ring section of the Shenhai Expressway (Guangzhou Branch), Daguan Road, the Guangzhou-Shenzhen section of the Shenhai Expressway (Guangzhou Branch), and the Eastern-Western Ring Urban Expressway.
For the rest of the games (excluding November 9), heavy trucks will be prohibited daily from 7:00 to 22:00 on the Guangfozhao Expressway, South China Expressway, the Northern Ring section of the Shenhai Expressway (Guangzhou Branch), and Daguan Road.
Outside these times and zones, existing truck and non-local car rules will still apply.
Three-day grace period
Drivers who break the new rules by mistake during the first three days of each Games period (November 6–8 and December 5–7) will receive a warning rather than a fine.
Violations on different roads on the same day will be counted separately. All other traffic offenses will be penalized as usual.
Exemptions and appeals
The following vehicles are exempt from all restrictions:
● Emergency and service vehicles (police, fire, ambulance, rescue)
● Official Games vehicles with valid passes
● Marked specialty vehicles like postal trucks, school buses, and diplomatic cars
● Funeral hearses
Drivers who break the rules due to genuine emergencies—such as taking someone to the hospital or responding to a disaster—can appeal the penalty afterward.
Dedicated lanes
Temporary lanes will connect major transport hubs, hotels, competition venues, and the main media center, operational daily from 7:30 to 19:30 during November 6–20 and December 5–14. Lanes linking Guangzhou Baiyun International Airport to hotels and hotels to the opening ceremony and venues will be active during specified periods.

Guangzhou Metro & bus adjustments (November 9)
On November 9 (opening ceremony day), for the entire day, certain stations on Metro Lines 4 and 21 will suspend services. Specifically, Huangcun Station on Line 4 and the section from Tianhe Park to Suyuan Station on Line 21 will stop operating. Chebei Station on Line 4 will suspend services before 10:00 PM and will resume operations towards Nansha Passenger Terminal after 10:00 PM.
Interchange services at Tianhe Park Station (Lines 11 and 13) and Suyuan Station (Line 6) with Line 21 will also be temporarily suspended.

Certain bus stops near key zones like the Guangdong Olympic Stadium will be temporarily suspended. Short turns or detours will be in operation.
Metro feeder buses
Two special routes will operate to cover suspended sections:
Route 1: Tianfu Road (Tianhe Park Metro Station) ↔ Shuixi Metro Station (bidirectional)
Route 2: Chebeinan Metro Station ↔ Chebei Viaduct Bus Stop (bidirectional)
Operating hours: 6:00-24:00, November 9, with about 5-minute intervals.
Taxi services and promotions
Guangzhou Public Transport Group will dispatch over 7,000 taxis for 24-hour service. Special coverage will focus on Tianhe Park and Suyuan metro stations from 21:30 to 24:00 on November 9, and Guangdong Olympic Stadium from 00:00 to 01:30 on November 10.
